INTRODUCTION OF NORM EN 14351-2

Since November 7th the norm EN 14351-2:2018 “Windows and doors – Product standard, performance characteristics – Part 2: Internal pedestrian doorsets”, related to all interior doors, it’s available in CEN (European Committee for Standardisation).

Norm EN 14351-2:2018 identify performance characteristics of interior doors and, by ancillary norm EN 16034, characteristics of fire resistance and smoke control.

Next step is given by DOP (Date of Publication), expected by 31 May 2019.

After the DOP, we have to wait at least 3 months for publication in the OJEU (Official Journal of the European Union), which therefore should be in August 2019.

With the publication in the OJEU, the standard will become a harmonized standard pursuant to CPR 305/2011/EU (Construction Products Regulation), and therefore it will be possible to mark CE indoor closures. In the same publication the OJEU will indicate the DOW, meaning Date of Withdrawal the old national rules.

The D.O.W. will close the coexistence period and will make mandatory CE marking and issuance of the DOP (Declaration of Performance) in place of the current Declaration of Conformity. Coexistence is normally established in 2 years and therefore the definitive entry into force of the CE marking can be estimated in September 2021.

AVCP System

To keep in mind that interior doors, although CE marked, will certainly not all have same burden in terms of checks and CE marking charges. The difference will depend on the level of the Assessment and Verification system of the Constance Performance required for the type of use (AVCP) which, for some features, requests the intervention of a Notified Body.

The following table shows the tasks of the manufacturer and the Notified Bodies according to the AVCP.

  •     Fire doors : level 1
  •     External doors: level 3
  •     Escape doors : level 1

DOP: NPD

Last but not least, not all characteristics covered by the norm must be declared. In the DOP (declarations of performance), it will not be uncommon to find the acronym NPD (No Performance Determined), whose use is limited, however:

  •  At least one performance of the essential characteristics must be declared.
  •  For some essential characteristics the NPD indication is not allowed.

The essential characteristics and minimum performance to be declared are established in the ZA table of each product standard norm.
